Mondher CHARGUI, European Investment Bank, PJ Directorate, Senior Transport Specialist
Mondher CHARGUI works as a Senior Transport Specialist in Project Directorate of the European Investment Bank at its headquarters in Luxembourg. Mondher has an extensive experience in appraising investment projects and programmes of urban and rail mobility combining various sources of funding and financing structures, Ensuring techno-economic assessment and monitoring, including compliance with EU and Bank's environmental, social and procurement policies, to the required quality standards.
His previous roles include acting Network Planning manager at SNCF Reseau (formerly RFF) during 2013-2015, acting Economic Appraisal and Feasibility Studies Division Manager at the Strategy Department (RFF) during 2007-2013. He contributed to define and deliver the contractual framework in which the PPPs in the french railway network have been implemented. He was also the Evaluation Commission Rapporteur on the first PPP High Speed Line in France (Tours – Bordeaux) in 2008. Between 2002 and 2007, he was transport Engineer and Project manager in the private sector advising and preparing strategic development documents for cities, regions and ministries.
In 2012, Mondher was one of the first in Europe to develop with the French GSM operator on behalf of SNCF Réseau (ex-RFF) several big data projects and pilots to test the GSM infrastructure mobile capabiities (real time and static) and set up algorithms to understand (taking into account all privacy issues) how mobility analysis/projects and investments could benefit from valuable GSM big data information. Since then, he gained an extensive experience in big data applications in urban and rail mobility and smart cities.
Mondher CHARGUI has a MSc (civil engineering) from ENTPE (Ecole Nationale des Travaux Publics de l’Etat),France and a Msc Transport Planning and Management from Westminster University, London, UK.
